What was the flag thrown for in the high school clip? Is it illegal to hurdle someone in high school? Seems like the ref was looking right at the leap and threw the flag to the spot where the hurdle took place.

It is a personal foul in high school. 15 yards from the spot of the foul. It is a safety issue
